I agree with the Person in the middle, and here are my reasons:
Sampling can be good to bring certain things that are older back to life (Like old music.) But before you can do that, you need legal permission to do it. So, if you don't have legal permission to sample the music, that is Plagiarism.
And of course Plagiarism is bad because you didn't give credit to the person that you have gotten the information from.
