I would say true. The first inference was the fact that they were looking down which is a common thing when rainy, second even if it weren’t rainy it would most likely be windy because they have “tightly bound scarves tied over the bottom half of their faces” Now I don’t know if it’s just me but people don’t really wear scarfs in the summer. True.
