I think the answer is B or D. I am not sure though. But I would go with B.

tangent (angle) = opp / adjacent
tangent (angle) = 13 / 18
tangent (angle) = .7222222222
arc tangent (.722222222) = 35.838 Degrees

It seems that A is the answer
